Ukraine roaming in 2026: Roam Like at Home now applies

The key change: Ukraine has been part of the EU roaming area since 1 January 2026

If you have a mobile plan from an EU country and travel temporarily to Ukraine, you can generally use calls, SMS and mobile data under your home-plan conditions since 1 January 2026. The European Commission calls this Roam Like at Home.

That is a meaningful change for people travelling for family, humanitarian or unavoidable professional reasons. It does not mean unlimited data in every plan, and it does not remove the need for careful security preparation. Your own contract, its EU roaming allowance and local conditions still matter.

Important safety note, current as of 28 July 2026: Germany's Foreign Office continues to issue a travel warning for Ukraine. This article only explains mobile connectivity and eSIM preparation for unavoidable stays. Check official safety information continuously before and during travel.

What Roam Like at Home means in practice

The basic rule is straightforward: when you use an EU SIM or eSIM in Ukraine, calls, text messages and data are generally charged or deducted as they would be at home.

However, check these details before relying on your plan:

1. Your domestic data bundle: A fixed monthly allowance is normally shared with roaming use.
2. EU roaming cap in low-cost or unlimited plans: Some plans have a separate amount of data available while roaming. It may be lower than the domestic allowance. Check your provider app, contract or customer portal.
3. Temporary travel: Roam Like at Home is designed for travel, not permanent use abroad. Operators may apply a fair-use assessment if overseas use predominates over a period of at least four months.
4. Special numbers and non-terrestrial networks: Some services do not follow ordinary roaming rules. Satellite-style networks on ships or aircraft can be expensive, so keep this in mind during onward travel.

The change also benefits people with Ukrainian mobile plans visiting EU Member States. It is not automatically the same for plans issued outside the EU roaming area, so travelers with such plans should verify their provider's terms.

Do you still need a travel eSIM for Ukraine?

For many people, the answer is: not necessarily, but it can be a sensible backup. Your home plan is now the natural first option. A travel eSIM is most useful as a separate data line, not as something you must buy by default.

Consider a travel eSIM when:

• your plan has only a small EU roaming-data allowance;
• you want to preserve your usual number for SMS, calls and account recovery;
• you expect heavy data use for work, maps or uploads;
• you want a clearly separated data budget;
• you need a second prepared connectivity option.

An eSIM is not a guarantee of coverage, power or emergency communications. It is one component of preparedness. Downloaded maps, saved contacts, a power bank and an agreed communication plan are equally important.

Set up Dual SIM before departure

Configure both lines while you still have a stable connection and time to test them. The labels differ between iPhone and Android, but the roles should be clear:

• Home line: normal phone number, SMS and, if needed, calls.
• Travel eSIM: mobile-data line.
• Automatic mobile-data switching: turn it off if you do not want the phone to fall back to the home line unexpectedly.
• Data roaming: enable it only where required by the relevant line and follow the eSIM provider's installation instructions.
• Network selection: automatic selection is usually the best starting point.

Plan data around your actual tasks

Even with the new roaming rule, data planning remains essential. It tells you whether your home allowance is enough or whether a data eSIM is worth adding.

Video calls, cloud backups, automatic photo uploads, app updates and high-resolution media consume data quickly. Prepare for lower use by downloading maps, language tools and documents before leaving. Disable automatic mobile updates and pause cloud-photo backups unless they are genuinely necessary. Be prepared to function without a signal

A roaming plan or eSIM only works when a network, your phone and electrical power are available. For unavoidable stays in Ukraine, build an offline-ready plan as well:

• save official safety updates and important addresses for offline access;
• download map areas to at least one device;
• keep critical contacts in more than one safe place;
• carry a charged power bank, appropriate cables and, where relevant, a spare charger;
• secure your phone with a screen lock, current software and protected recovery codes;
• write down your IMEI and know how to block your line if the device is lost.

Bottom line: check your home plan first, then add only what you need

Ukraine's inclusion in Roam Like at Home from 1 January 2026 makes mobile use much simpler for temporary travelers with EU plans. Calls, SMS and data can generally be used under domestic tariff conditions, but the actual amount of roaming data, fair-use terms and service limitations are still determined by your specific plan.

A travel eSIM is therefore optional rather than automatic. It is valuable when your roaming-data allowance is limited, when you need to keep your regular number active for messages, or when you want a separate data reserve. It does not replace official security information, offline preparation or a reliable power plan.
